                                        Dixie Paint Horse Club Standing Rules and Guidelines

                                         
                                        1. DPHC shall charge $5.00 more per stall for non-members versus members of the Club; except for futurity shows.

                                        2. Newsletter shall be approved by two (2) board members before final draft goes to print. (Passed 11/2/03 by BOD)

                                        3. The Club Secretary should send out a Directory, Bylaws, Membership Card and a Welcome card to all members.

                                        4. All stall costs to members will be at a rate of $20.00 over the Club cost of the stall; except for futurity shows.

                                        5. The Treasurer’s Report of show income/expenses is due within thirty (30) days of the show, with appropriate input from the
                                            Show    Secretary. (Passed 4/10/04 by BOD)

                                        6. For all DPHC shows, stalls shall be rented on a first come, first serve basis and any requests for stalls over and above the permanent number available, should go on a waiting list and be prepaid pending acceptance. DPHC will contract for portable stalls only upon such point as the Club will not take a loss. If there are insufficient requests to justify portable stalls in this way, requests will be denied.                                         7. No personal checks will be accepted from any person that has given two or more insufficient checks to DPHC in any given year. (Passed 4/10/04 by BOD)

                                        8. No DPHC Officer or Director can serve on the Board if they are an Independent Contractor hired in a paid position of the DPHC, as this is a conflict of interest. (Passed 5/23/04 by BOD)

                                        9. Show managers duties and responsibilities (two page job description) to be kept on file by the Club Secretary.

                                        10. All individuals handling money need to be bonded, as per our Bylaws. (Passed 1/14/05 by GM)

                                        11. All candidates for office of any position of DPHC must first sign a Consent to Serve Form and return signed copy to Nominating
                                           Committee before being placed on the official ballot.

                                        12. Any member may be suspended and denied privileges of the DPHC and any non-member may be denied privileges of the DPHC
                                         by the Board of Directors for failure to pay when due any obligation owing to the Club. (Passed 3/10/05 by BOD)

                                        13. DPHC Year End Awards Requirements:

                                        a. Owner of the horse must be a paid member in good standing with DPHC and APHA. Membership dues must be paid by March
                                         31st to qualify for DPHC year end points to count, beginning January 2008.

                                        b. All ownership requirements set forth by the APHA for Youth or Amateur competitors will be observed by DPHC.
                                        c. Any conflict of the rules for year end points will be settled by the Board of Directors.
                                        d. To be eligible for a year end award, the horse must be shown under 50%, plus one, of the judges. This specified number applies to each category.(Open, Youth, Amateur and Novice)
                                        e. In case of a tie for year end awards, two awards will be presented as “Co-Champion” and “Co-Reserve Champion”, whichever the case may be.
                                        f. DPHC points will be awarded in the following manner: 7,6,5,4,3,2,1
                                        g. For all DPHC shows, horse/exhibitor combination must show in one halter class and one performance class to qualify for high point awards. (Passed 1/27/07 by BOD)

                                        14. For all special events that involve budgeted funds, there will be a preliminary budget 30 days prior to and a final budget 30 days after the event, to be presented to the Board of Directors for approval. (Passed 3/10/05 by BOD)

                                        15. “Haul-ins” will be allowed for one day shows only when the leased facilities will allow such a practice.

                                        16. The Dixie Paint Horse Club will file their annual corporate taxes each year in a timely manner. (Passed 10/01/05 by BOD)

                                        17. The Dixie Paint Horse Club will obtain Directors and Officers Errors & Omissions Insurance on an annual basis.(Passed 04/29/06 by BOD)

                                        18. An internal audit of the bank accounts will be completed each January, by three Board members that are not current signatories on the account, of the prior fiscal year.(Passed 1/27/07 by BOD)

                                        19. DPHC website ads may be placed under the following guidelines:
                                        * Must be a DPHC member in good standing.
                                        * Business card size ad only.
                                        * $100.00 per year cost
                                        * Web link in the ad
                                        *Ad must be approved by the Board of Directors (Passed 1/27/07 by BOD)
